The position you probably want to look into is Global Moderator - you can allow some Administrator functions to that position. But there is no way to customize it for individual users.

Apparently you are confusing the label YOU gave the position with how the position is recognized within YaBB. (I have a forum where the Administrator position is labeled 'IAC Member" and Global Moderator is labeled 'IAC Security'.)
