That suggests a difference between the @INC list in the external ModuleChecker and the @INC list in AdminCenter.pl. (Although how this would come about is a mystery to me unless your Path to Perl is not the same on those two files.) (You'll also want to make a change in Admin.lng - find Code 'Compress::Bzip2' and make it Code 'IO::Compress::Bzip2' so the ModuleChecker can find the correct bit of text.)
