In the RegistrationLog, there is an entry for each step of the e-mail confirmation/Admin approval process. So yes, each registrant gets several entries.

That version has an issue with a runaway function that leaves it open to DOS attacks.

As for the welcome message - that can be edited in Admin Center -> Forum Settings -> Personal Messages.
If the wecome message is left blank, it reverts to the default welcome message in the Register.lng language pack being called.

In English:
'imsubject' => q~Hey Hey :)~,
'imtext' => q~Welcome to my boards~,

In Russian (hasn't been translated):
'imsubject' => q~Hey Hey :)~,
'imtext'    => q~Welcome to my boards~,
