In your data there is also a time issue - once your forum is updated (tomorrow I hope) you'll need to undo the old ban and redo it.

There appears to be a bug - but it's not what you think.

The Permanent ban is designated intenally with a 'p' marker in the list.

Most of these issues will be fixed in the next version of Admin/Ban.pm
However, looking into your banlist.db has uncovered an unrelated issue that has to be looked into.
