Allows the admin to set limits on how many board/thread notifications a member can have. This should reduce mail server loads on large forums where members have everything set to email notify and email notifiation is activated.

Tested against SVN version 1797 (The Core needed some fixes to remove bits of an old mod that slipped through.)
