The 'suggestion' is based on what you already have set as the forum-wide modify time limit. (Which is the automatic default.)  Unless you change the board time limit to something else, there's no need to select groups. In any case, if no groups are selected, all groups will be covered by the board level time limit. (I guess the instructions need to be better.) If you have a global limit of 30 days and a board limit of 1 day, it should simply default to the global time limit.

The underlying assumption is that most admins will start out with a restrictive time limit and will want to loosen it for specific groups and/or specific boards.

What I have turned on here now is a global time limit of 2 days while topic starters in the Mod post section and in the language post section should always be able to edit their own posts. (I hope.) As you've noticed, it's hard to test this one.

Installed this. Install and set-up went smoothly. All seems to be working as far as the set-up goes. Testing will take a little more time, due to the length of time modifying messages are allowed.

Just a note, this mod does conflict with the TimeLock mod (which allows you to set the time allowed to modify or delete a post in minutes, rather than days).

A question ... in the board set-up area, it asks how long you want to allow people to edit posts, and suggests 30 days. Just below that it asks you to select member groups that can modify more than 30 days. But it still asks about members who can modify after 30 days, even if you choose a modify time limit of only (for example) 1 day. Is this supposed to be like this?
